The International Marine Industry Development Alliance (Nansha) was initiated and established by six founding units: the People's Government of Nansha District, Guangzhou City, the Hong Kong University of Science and Technology (Guangzhou), the Hong Kong University of Science and Technology, the Southern Marine Science and Engineering Guangdong Laboratory (Guangzhou), Guangzhou Shipyard International Company Limited, CSSC Huangpu Wenchong Shipbuilding Company Limited, and the Guangzhou Marine Geological Survey Bureau. Among them, the Hong Kong University of Science and Technology (Guangzhou) serves as the chairing unit.
